Ener‑Vate provides commercial support to local authorities across the UK, helping to deliver low-carbon heat projects that align with local policy, planning requirements and decarbonisation targets.
We understand the multiple roles local authorities play, from planning and regeneration through to delivery and long-term operation and the increasing pressure to reduce carbon emissions while delivering practical, deliverable schemes.

Heat networks are seen as a key part of the UK’s transition to net zero, particularly in areas with high heat demand where they can provide efficient, low-carbon heat at scale.

We support councils in understanding the most suitable low-carbon heat options for their area, from heat pumps to heat networks using local or waste heat sources. This is underpinned by heat mapping and analysis to identify where clusters of buildings are best suited to network development and wider low-carbon schemes.

Our approach combines technical and commercial insight, including detailed modelling to assess feasibility, identify investment opportunities and support robust business case development. We also support funding applications, including schemes such as the Green Heat Network Fund, helping local authorities unlock the funding needed to move projects forward.

Alongside this, we provide support across procurement and delivery, including the appointment of ESCo partners and development of appropriate commercial structures. We also work closely with key stakeholders, including planning teams, utilities and potential heat customers to build support and ensure schemes are deliverable in practice.

From early-stage development through to delivery, we can support project management and ongoing asset performance, helping local authorities deliver schemes that meet policy objectives and provide long-term value for their communities.
